Cheese sandwiches and a milk for kids... WTF!!!?

I am from New Mexico where APS just OK'd a cheese sandwich and a milk for kids who don't have lunch money at school. WTF kind of stuff is this where children get an f'n cheese sandwich when it is not their fault and inmates are getting 3 free squares! How could this possibly be fine with the board who approved this!!! Is it just me or is this BULL SHHHH....????
