Would Republicans allow extermination of the poor if not for the crusading efforts of Democrats?

No, they're a lot more subtle than that. They even get the stupidest of the poor to support their efforts to marginalize them. They just keep trickling wealth upward until the poor can buy less and less, all the while ranting about the thousand points of light.
